Building a skills matrix takes six steps: list your job roles, define the skill set for each role, set a proficiency scale, run a skills assessment, flag the gaps, and plan training based on what you find.
Start with one team rather than the whole company. A skills matrix for 200 people in a single spreadsheet gets unwieldy fast, while a team-level matrix stays usable and is updated more often.
Pull this from job descriptions, recent project requirements, and conversations with managers. Mix hard skills, such as a software tool or a certification, with soft skills, such as client communication, since both affect performance.

This is also where the data starts to matter beyond one team. Centralized skills data across departments turns a series of disconnected spreadsheets into something leadership can actually use for workforce planning.

For a compliance-heavy team, like a clinical, manufacturing, or financial operations team, the skill set often includes specific certifications with expiry dates rather than open-ended skills. Here, the matrix doubles as an audit record, showing not just who’s trained but who’s due for renewal.
Review your skills matrix for active teams every quarter, and update it immediately whenever someone completes training, earns a certification, or changes roles.
This matters more than it might seem. The World Economic Forum’s Future of Jobs Report 2025 found that employers expect 39% of workers’ core skills to change by 2030, a slight improvement on the 44% they expected back in 2023, but still a lot of churn.
A matrix built once and left untouched describes a workforce that no longer exists within a year, and the skills gap it once accurately showed can quietly turn into the wrong skill gap.
A quarterly review with lighter touch-ups in between, rather than one big annual overhaul, keeps the skills data close enough to reality to actually be useful.
The most common skills matrix mistakes are treating it as a one-time exercise, using a vague proficiency scale, relying on a single assessment method, and leaving it with no clear owner.
Building the matrix once and never touching it again defeats the purpose. Skills change every time someone finishes training, picks up a new tool, or moves teams, so the matrix needs a review cadence.
A vague scale causes a similar problem. If “proficient” isn’t defined, one manager’s 3 is another manager’s 2, and the data stops being comparable across teams or across competency matrices if you maintain more than one.
